How do you recharge enchanted weapons in oblivion?

You can pay gold to some NPCs for them to recharge items, but it's too expensive. You can also use soul gems (Trap creatures' souls) and black soul gems (Trap creatures' AND NPCs' souls) to recharge an item per soul gem. Also you can use Varla stones which are found inside Ayleid ruins to recharge ALL your items.
