Regarding salvation army. Is this illegal and if so can I report it?

My neighbor works at a salvation army here in LA like a goodwill where people and companies and store donate food/necessities to the less fortunate. There's a lady there I guess she's like the director and I just found out that she septeates and collects the good food good clothes good items and sells it with her husband that's how they make a living! And that she hides it in a huge van and goes to Tijuana Mexico every weekend to sell stuff! Also my neighbor randomly sells food too that she take home even though she's only volunteering to be there! Is this illegal? Where can I report it if it is?
